I have submitted funding requests for important community projects in Maryland to the Senate Appropriations Committee for Fiscal Year 2024, under guidelines issued by the Appropriations Committee. Ultimately, only a few of these requested projects may receive funding. Eligible projects are restricted to a limited number of federal funding streams. Only state and local governments and eligible nonprofit entities are permitted to receive funding.

Project Title: Adkins Arboretum Site Amenities

Recipient Name: Adkins Arboretum

Project Purpose:  This project will create and implement a unified overall amenities plan for the Adkins Arboretum. Seating and other site amenities will help make a welcoming venue for the more than 30,000 people visiting arboretum annually.

Project Title: Bloomington Fire Co Building Expansion

Recipient Name: Bloomington Fire Co

Project Purpose:  The funding will allow the Bloomington Fire Co to expand its current station, providing space to store trucks and service equipment and to expand and move lockers, allowing an adequate set-up for firefighters’ turnout gear.

Project Title: Building African American Minds (BAAM) Academic Center

Recipient Name: Building African American Minds, Inc

Project Purpose:  Funding will support completion of the ongoing construction of a new Academic Center facility to house staff offices and programming, including after school and summer programs, career and workforce development, and physical and mental health workshops.

Project Title: Caroline County Public Library

Recipient Name: Caroline County Public Library

Project Purpose:  Funds will be used for the renovation of the Central Library to address ADA requirements and the deteriorating roof.

Project Title: Charlestown Heritage Center and Town Hall

Recipient Name: Town of Charlestown

Project Purpose:  Funds will support the renovation and expansion of Charlestown’s historic two-room schoolhouse currently housing the Town Hall and a U.S. Post office.

Project Title: Deep Creek Volunteer Fire Company Capital Improvement

Recipient Name: Deep Creek Volunteer Fire Company Capital Improvement

Project Purpose:  Funds will be used to complete renovations to the Deep Creek Fire Company’s building expansion, including the second floor, which would house both career and volunteer staff.

Project Title: Ericsson Avenue Street Reconstruction

Recipient Name: Town of Betterton

Project Purpose:  Funding will support the rehabilitation of Ericsson Avenue and associated sidewalks, drainage facilities, water supply line, and the VCP sewer line in the Town of Betterton.

Project Title: Federalsburg Local Streets

Recipient Name: Town of Federalsburg

Project Purpose:  Funds will be used for maintenance and repair needs on the local street network in Federalsburg.

Project Title: Garrett County Utilities Infrastructure Equipment

Recipient Name: Board of County Commissioners of Garrett County

Project Purpose:  The funding will be used to purchase a hydro-excavator truck and associated accessories needed to install and repair critical infrastructure for Garrett County, Maryland.

Project Title: Good Will Fire Company Engine-Tanker Replacement

Recipient Name: Good Will Volunteer Fire Company No.#1, Inc

Project Purpose:  Funds will support the replacement of the Good Will Fire Company’s current tanker, which was built in 1990 prior to the safety standards established in 1991, to allow the department to effectively serve areas that lack water supply from hydrants.

Project Title: HOPE Center

Recipient Name: Foundation of HOPE, Inc.

Project Purpose:  Funds will be used to construct a 5,600 square foot facility to house the Foundation of HOPE offices and the economic development and empowerment afterschool program for middle school adolescent girls.

Project Title: Invasive Catfish Mitigation

Recipient Name: Maryland Department of Natural Resources

Project Purpose:  Funding will support Wildlife Services for the State of Maryland to conduct science and design and implement control methods for invasive catfish in the Chesapeake Bay.

Project Title: It Takes a Village Youth Center

Recipient Name: It Takes a Village to Help Our Children, Inc.

Project Purpose:  This proposal funds the construction of a new youth center building to provide school, summer, and college access programming to include a multi-purpose room, 4 classrooms, a small kitchen area, 2 administrative offices, bathrooms, and a mechanical room.

Project Location:  Somerset County

Project Title: New Fire Station and Emergency Shelter in Hampstead

Recipient Name: Hampstead Volunteer Fire Engine & Hose Company No. 1

Project Purpose:  Funding will support the replacement of the Hampstead Volunteer Fire Company’s current fire station with a new fire station and a separate event center, which will also serve as an emergency shelter.

Project Location:  Carroll County

Project Title: Oakland Community Center Expansion

Recipient Name: Oakland Community Center Expansion

Project Purpose:  Funding will support expansion and repairs for the Oakland Community Center, a community space used by people in the tri-state region. The current space cannot keep up with demand from the community.

Project Title: Ocean Pines South Fire Station

Recipient Name: Ocean Pines Fire Station

Project Purpose:  Funds will be used to replace the current structure by demolishing the existing structure and building a two-story structure on top of it. The new facility would correct existing deficiencies and be built to code.

Project Title: Public Safety Training Center (PSTC)

Recipient Name: Washington County Division of Emergency Services

Project Purpose:  Funds will be used to upgrade a facility designed to train and certify firefighters, emergency medical technicians, paramedics, and law enforcement officers for employment within the various public safety agencies not only locally but all across Maryland.

Project Location:  Washington County

Project Title: Rural Residential Crisis Expansion

Recipient Name: Southern Maryland Community Network

Project Purpose:  Funds will be used for engineering and design to expand an existing Residential Crisis facility in Southern Maryland.

Project Title: St. Michaels Town Hall/Police Department Building Construction

Recipient Name: Town of St. Michaels, Talbot County

Project Purpose:  These funds would support the final design and construction of a new 8,800 square-foot Town Hall/Police Department Building in St. Michaels, MD.

Project Title: Talbot County Free Library St. Michaels Library Expansion and Renovation-Construction

Project Purpose:  The funding would be used to renovate and expand the existing St. Michaels Library, originally constructed in 1981, to ensure sufficient space and ADA compliance.

Project Title: Tri-Towns Emergency Medical Services Restoration

Project Purpose:  To acquire a 300 kV cryoEM instrument to be sited within the Institute of Bioscience and Biotechnology Research (IBBR) at the University of Maryland, Baltimore.

Project Title: After Shooting Protocol Response Project

Recipient Name: Roca Baltimore

Project Purpose:  Demostration project would create a data-driven approach to reduce shootings and young people as they work to create long-term behavior change, combining best practices from Hospital Based Violence Intervention Programs and long-term community work.

Project Location:  Baltimore City

Project Title: An HBCU National Public-Private Partnership Ecosystem Initiative

Recipient Name: The Maryland Center at Bowie State University

Project Purpose:  Congressional funding would accelerate the key priorities of an existing national public-private partnership ecosystem comprised entirely of Industry small businesses  and academia. Support an NIST STRS External Project which  addresses standards-related research and technology development.

Project Title: Anacostia River Aquatic Ecosystem Restoration & Monitoring

Recipient Name: Anacostia Watershed Society

Project Purpose:  This project proposes to expand current efforts to restore the aquatic environment of the Anacostia River and its tributaries.

Project Title: Bishop L. Robinson Justice Institute

Recipient Name: Coppin State University

Project Purpose:  HBCU Program in Baltimore to create specialized training curriculum for police officers in West Baltimore, using cross-disciplinary studies.

Project Title: Building Capacity for Sea Level Rise Adaptation on the Eastern Shore

Recipient Name: Town of Oxford

Project Purpose:  The proposed project will build the Eastern Shore’s capacity to plan for and mitigate the impacts of coastal flooding and inundation.

Project Title: Cecil County Co-Respond Mobile Crisis Team Pilot Project

Recipient Name: The Affiliated Sante Group

Project Purpose:  Sante is seeking funding to create a Cecil County Co-Responder Mobile Crisis Team. This team will pair together one specially-trained law enforcement officer with a behavioral health clinician to respond to individuals in crisis and/or severe emotional distress within the community.

Project Title: Changing the Trajectory of Delinquency & Violence

Project Purpose:  To fund programming to impact juvenile delinquency, violence prevention, and reduce crime.

Project Title: Coral Out-Planting Base Made from Low-Carbon Biocement for Integrated Coral Restoration

Recipient Name: Maryland Institute College of Art (MICA)

Project Purpose:  To address critical needs in coral reef restoration by utilizing interdisciplinary collaborative design and ecologically-friendly biomaterials.

Project Location:  Baltimore City

Project Title: Democratizing Data: UMCES Environmental Cyber Collaborative

Recipient Name: University of Maryland Center for Environmental Science

Project Purpose:  The UMCES Environmental Cyber Collaborative (ECC) will integrate state-of-the-art computational resources, data scientists, and interactive workspaces distributed at UMCES locations across Maryland to expand the ability of scientists to leverage big data in support of environmental research.

Project Title: Developing Automated Microscopy Imaging Capacity at Hood College

Recipient Name: Hood College of Frederick, Maryland

Project Purpose:  This project will establish a center for automated image analysis at Hood College in Frederick, Maryland. The project will enhance the research opportunities for Hood College’s Center for Coastal and Watershed Studies, the Biomedical Research and Training Center, and the Biology Department.

Project Location:  Frederick County

Project Title: Enhancement of Research and Education Capacity in Shellfish Aquaculture at the University of Maryland Eastern Shore

Recipient Name: University of Maryland Eastern Shore

Project Purpose:  To enhance oyster population abundance in Maryland Coastal Bays (MCBs) in order to boost seafood production, improve water quality, and reduce shoreline erosion.

Project Title: Enhancing Forensic-Based Investigations in our Community

Recipient Name: Carroll County Sheriff’s Office

Project Purpose:  This project will fund the design, purchase and implementation of state-of-the art physical and digital forensic lab areas that would provide improved tools, equipment and related technology.

Project Title: Equipment for the Center for Education and Research in Microelectronics

Project Purpose:  The center will produce a complementary curriculum in chip design and fabrication technology using the educational cleanroom to be developed in this project.

Project Title: Glenn L. Martin Wind Tunnel Electrical Modernization

Project Purpose:  To make modernization improvements on the Glenn L. Martin Wind Tunnel (GLMWT) at the University of Maryland, bringing modern diagnostics into the tunnel and restoring the tunnel electrical system to routine and safe operations.

Project Title: Gun Violence Reduction Research Initiative (GVRRI)

Recipient Name: University of Maryland

Project Purpose:  The University of Maryland Gun Violence Reduction Research Initiative (GVRRI) would address the causes, collateral consequences, and solutions to gun violence in the state of Maryland and the National Capital Region (NCR).

Project Location:  Prince George’s County

Project Title: Homemade Explosives Testing & Training

Recipient Name: U.S. Bomb Technical Association

Project Purpose:  Program to fund characterization research for Home Made Explosives and Improvised Explosive Devices.

Project Title: Interoperable Police Radio Communications Equipment

Recipient Name: City of Rockville

Project Purpose:  This project would provide funds for Rockville to acquire essential Police radio communications equipment needed for emergency preparedness and response operations. This would also support continuity of operations and increase community preparedness.

Project Title: Mobile Mapping Baltimore Neighborhoods for Social and Environmental Resilience

Recipient Name: Johns Hopkins University

Project Purpose:  Funding will support state-of-the-art mobile mapping technology to gather high-resolution images and LiDAR to characterize physical and natural environments, contributing to research on the challenges posed by climate change and opportunities for equitable development and investment.

Project Title: Montgomery County Police Department Crime Lab – Laboratory Information Management System

Recipient Name: Montgomery County: Police Department

Project Purpose:  The project would improve the quality and timeliness of Crime Lab services in Montgomery County by funding the Laboratory Information Management System.

Project Title: Montgomery County Police Department Crisis Co-Response Teams (CIT)

Recipient Name: Montgomery County: Police Department

Project Purpose:  This program would provide funding for Montgomery County Crisis Intervention Teams (CITs), specialized units composed of law enforcement officers and mental health professionals that are trained to respond to situations involving individuals experiencing a mental health crisis.

Project Title: Montgomery County Sheriff’s Office Gun Violence Prevention

Recipient Name: Montgomery County Sheriff’s Office

Project Purpose:  The Sheriff’s Office handles all court ordered Extreme Risk Protective Orders (ERPO) which require a person to surrender any firearms or ammunition to law enforcement. The Officer assigned will receive new equipment.

Project Purpose:  Trauma Outpatient Center will provide comprehensive and holistic post-discharge care and resources for patients who have experienced injuries caused by violence.

Project Title: Purchase Of Regional Facility in Calvert County

Recipient Name: Farming 4 Hunger, Inc.

Project Purpose:  To purchase an existing building to serve as a year-round Regional Facility for Farming 4 Hunger’s returning citizens program.

Project Title: Real Time Crime Center

Project Purpose:  The proposed Real Time Crime Center (RTCC) will be a hub that centralizes tech assets and crime analysts to provide real time information around the clock to officers responding to incidents, improving delivery of law enforcement services.

Project Title: Re-Entry Services

Project Purpose:  Program will support comprehensive re-entry coordination and post-release case management services for released individuals, which may reduce recidivism.

Project Title: School-Based Violence Prevention

Recipient Name: Baltimore City Health Department

Project Purpose:  School-Based Violence Prevention Program to reduce violence in middle and high schools that are persistently dangerous.

Project Title: St. Mary’s College of Maryland Scientific Equipment

Recipient Name: St. Mary’s College of Maryland

Project Purpose:  The project will provide essential scientific equipment for St. Mary’s College of Maryland’s Marine Science, Chemistry and Biochemistry programs. The equipment will outfit new labs to be created for teaching and research in critical STEM fields.

Project Title: Statewide Youth Conflict Coaching

Recipient Name: Conflict Resolution Center of Baltimore County

Project Purpose:  To establish a 2.5 year, on-school-premises pilot program bringing in Youth Conflict Coaches to discuss conflicts with at-risk high schoolers before they develop into violence.

Project Title: UMBC Quantum Science Institute

Recipient Name: University of Maryland, Baltimore County

Project Purpose:  Support to seed a new UMBC Quantum Science Institute that will leverage the reputations of the University’s existing internationally recognized quantum faculty to grow the overall quantum science research enterprise at UMBC and help train the next generation of quantum-ready students.

Project Title: Violence Intervention Program

Recipient Name: University of Maryland Capitol Region Medical Center

Project Purpose:  Program to engage violently injured patients aged 15-35 while in hospital to assess medical and social needs and provide intense case management upon discharge.   Funding used for personnel, equipment, and travel needed to expand program to cover evenings and weekends.

Project Location:  Largo

Project Title: Worcester County Body Worn Camera Equipment

Recipient Name: Worcester County

Project Purpose:  Provide Body Worn Cameras (BWC) for law enforcement officers, which will improve community policing.

Project Title: Youth Violence Intervention Program

Recipient Name: MedStar Franklin Square

Project Purpose:  Funding will support capacity and program expansion for evidence-based intervention methods which will address behavioral health, substance use, and violence prevention for youth in the areas of Southeast Baltimore County and South Baltimore City.

Project Title: Assateague Island

Project Purpose: Funding will be used to maintain the integrity of Maryland’s treasured Assateague Island by repositioning sand to areas that are vulnerable to erosion, removing navigation hazards, and protecting habitat for threatened and endangered species on the island.

Project Location: Worcester County MD

Project Title: Baltimore Harbor and Channels – Seagirt Loop Deepening

Recipient Name: Army Corps of Engineers

Project Purpose: Funding will support preconstruction activities for widening and deepening of the Seagirt-Dundalk access channel to expand the Port of Baltimore’s capacity to serve large vessels safely and efficiently.

Project Location: City of Baltimore MD

Project Title: Boonsboro Reservoir Replacement

Recipient Name: US Army Corps of Engineers

Project Purpose: Boonsboro’s 68-year-old reservoir leaks an estimate 10 to 15 million gallons of drinking water per year. Funds will be used to replace the reservoir with a new, dual-basin concrete tank for the drinking water supply for Boonsboro and Keedysville residents.

Project Title: Brunswick Treatment Plant Upgrades

Recipient Name: Army Corps of Engineers

Project Purpose: Funding will support improvements to both drinking water and wastewater treatment plants to increase efficiency and capacity and ensure safe drinking water and waste treatment. The project serves the City of Brunswick and additional residents of Frederick and Washington Counties, and will help protect the Potomac River.

Project Location: City of Brunswick, Frederick County MD

Project Title: C&O Canal Rewatering

Recipient Name: Army Corps of Engineers

Project Purpose: Funding will be used to complete design and begin construction of a project to re-water 1.2 miles of the historic Chesapeake and Ohio (C&O) Canal terminus at Cumberland. The project intends to transform underutilized riverfront into an area for public use and tourism.

Project Location: Allegany County MD

Amount Requested by the Senator: $2,451,000


Project Title: Center for Nanotechnology

Recipient Name: The Center for Nanotechnology (Coppin State University)

Project Purpose: Funding will expand the Center for Nanotechnology at Coppin State to grow their research into renewable and clean energy. Nanomaterials can help improve the efficiency of renewable energy systems. The Center also hosts high school students to engage in research and promote STEM careers.

Project Location: Baltimore City MD

Amount Requested by the Senator: $2,175,000


Project Title: Centralized Sewer Collection System – Hughesville Village

Recipient Name: Army Corps of Engineers

Project Purpose: Funds will support the design and construction of a centralized sewer collection system for the Hughesville Village center, including approximately 25,000 linear feet of gravity sewer lines, new sewage pumping stations, and associated infrastructure.

Project Location: Charles County MD

Amount Requested by the Senator: $600,000


Project Title: Choptank River Restoration Feasibility Study

Recipient Name: Army Corps of Engineers

Project Purpose: Funding will be used to begin a feasibility study into the Choptank River restoration detailed in the Chesapeake Bay Comprehensive Water Resources and Restoration Plan. The Army Corps could assist in activities like streambank stabilization, wetland and habitat restoration, and oyster planting.

Project Location: Kent County MD

Project Title: Claiborne Harbor, MD

Recipient Name: Army Corps of Engineers

Project Purpose: Claiborne Harbor is a federally-authorized channel that has not received maintenance dredging for more than two decades. Funding will support maintenance dredging to ensure continued safe use of the channel by the community.

Project Location: Talbot County MD

Project Title: Gorman Water Source Project

Recipient Name: Army Corps of Engineers

Project Purpose: In 2021, one of the two wells serving Southwestern Garrett County failed. This funding will allow the County to put in place a new production well to ensure continuous water supply to local residents.

Project Title: Interstate Commission on the Potomac River Basin (ICPRB) Plan Implementation

Recipient Name: Army Corps of Engineers

Project Purpose: Funds will be used to implement the Commission’s Potomac River Basin Comprehensive Water Resources Plan to help protect, preserve, and restore the water quality of the Potomac River Basin. The Potomac River Basin supplies 78% of the drinking water for the Washington, DC Metropolitan Area.

Project Title: Kent Narrows Maintenance Dredging

Recipient Name: Army Corps of Engineers

Project Purpose: Funding will be used for maintenance dredging of the approach channels leading to and including Kent Narrows in Chester. These channels provide many commercial and recreational boaters access to the Chester River and regular dredging ensures they remain navigable.

Project Location: Queen Anne’s County MD

Project Title: Lower Mattawoman Interceptor
