I have submitted funding requests for important community projects in Maryland to the Senate Appropriations Committee for Fiscal Year 2025, under guidelines issued by the Appropriations Committee. Ultimately, only a few of these requested projects may receive funding. Eligible projects are restricted to a limited number of federal funding streams. Only state and local governments and eligible nonprofit entities are permitted to receive funding.

Project Title: Addiction Healing Center Clinical Expansion Project

Project Purpose:  Funds will be used to support expansion of the Addiction Healing Center, which will allow the center to more than triple the number of patients receiving inpatient and outpatient substance use disorder treatment.

Project Purpose:  Funds will allow the Barton Hose Company to remodel their existing fire station, which was originally built in 1947 and has seen minimal renovation since it was built. The station serves communities around Barton and parts of Garrett County.

Project Title: Brunswick Volunteer Ambulance & Rescue building Construction

Project Purpose:  Funds will be used to expand the size of the current facility in downtown Brunswick and enhance the ambulance and rescue services provided to the community and surrounding service area.

Project Purpose:  Funds will be used to renovate the labor and delivery area, create a consultation room, reconfigure the nurse station, and make other facility upgrades to improve the Family Birth Center.

Project Title: Charlestown Town Hall Phased Concept Design and Phase 1 Construction Documents

Project Purpose:  Funds will be used to continue planning and design to renovate the Town Hall, which is located in an historic schoolhouse, to be a safer and more effective home for Town operations and its post office.

Project Title: City of Cambridge Fire Engine Replacement

Project Purpose:  Funds will be used to purchase a new fire engine to replace the oldest in their fleet, which is 12 years past its service life.

Project Title: Crisfield Fire Department and Emergency Shelter

Project Purpose:  Funds will be used to construct a new fire department and emergency shelter for the City of Crisfield, which will replace the existing 65-year-old station that is not suitable for modern needs and emergencies.

Project Purpose:  Funds will be used to convert a former retail space in a community center to provide youth mentorship programs and activities for seniors.

Project Title: Friendsville Library Construction Funding

Recipient Name: Ruth Enlow Library of Garrett County

Project Purpose:  Funds will support construction of a new permanent building for the Ruth Enlow Library in Friendsville to replace a “temporary” metal structure that has been in place since 1970, improving service to the community.

Project Title: Full Service Housing for Transition Age Youth

Project Purpose:  Funds will be used to renovate five buildings for housing and supportive services to prevent youth homelessness as they transition from systems of care to independent adulthood.

Project Title: Good Will Fire Company No. 1 Engine-Tanker Replacement

Project Purpose:  Funds will be used to replace the 35-year-old tanker truck that delivers water to the fire ground in areas where a fire hydrant is not present. The truck will serve the needs of three counties.

Project Title: Hampstead Volunteer Fire Engine & Hose Company No.1 New Engine Tanker

Project Purpose:  Hancock Fire Company’s current fire engine is out-of-date and expensive to maintain because certain replacement parts are no longer manufactured. Funds will be used to purchase a new engine to serve the community.

Project Title: Mobile Animal Health Incident Command Unit

Project Purpose:  Funds will be used to acquire and renovate a mobile unit for treating livestock affected by High Path Avian Influenza or any other natural or man-made disasters, protecting Maryland farms and livestock from the spread of disease.

Project Purpose:  Funds will aid in the construction of a 32-bed assisted living facility.

Project Title: Potomac Fire Company Engine Replacement

Recipient Name: Potomac Fire Co.2 Inc./Town of Westernport

Project Purpose:  Funds will be used to replace a 33-year-old fire engine to better serve the Town of Westernport.

Project Title: Sharptown Multi Purpose Community Center

Project Purpose:  Funds will be used to renovate an existing building for use as a multi-purpose community center to house recreational programs, community meeting rooms, and activities for seniors.

Project Title: Shore Regional Medical Center

Recipient Name: University of Maryland Shore Regional Health

Project Purpose:  Funds will be used to support the replacement site for the Shore Regional Medical Center Hospital, which will provide greater access to medical services for residents of Caroline, Dorchester, Kent, Queen Anne’s, and Talbot counties.

Project Title: St. Mary’s Caring Soup Kitchen Service Expansion

Project Purpose:  Funds will support renovation of the St. Mary’s Caring Soup Kitchen, allowing for more free meals to those in need and expansion of other services.

Project Title: St. Mary’s County Health Hub Expansion for Behavioral Health Crisis Stabilization

Project Purpose:  Funds will be used to acquire a facility to enable the St. Mary’s County Health Hub to provide 24/7 behavioral health crisis stabilization services for the Lexington Park, Great Mills, and Park Hall communities.

Project Title: STEM Makerspace at the New La Plata Library

Project Purpose:  Funds will be used to purchase STEM related equipment such as 3D printers and laser cutters to support development of a new makerspace at the newly constructed library and serve the growing La Plata community.

Project Title: Strategic Reforestation and Habitat Restoration

Project Purpose:  Funds will be used to provide expanded tree cover and general improvements for the survival and reforestation of 14 acres at the County’s Oaks Landfill. Reforestation is a key part of the Chesapeake Bay Restoration plan.

Project Title: Talisman Therapeutic Riding – Enhancement of Adaptive Experiences and Expansion of Community Inclusivity

Project Purpose:  Funds will be used to renovate and improve access to Chestertown facilities, including the police and fire stations, the Town Hall, and the town-owned marina.

Project Title: Town of Eagle Harbor Community Development

Recipient Name: Town of Eagle Harbor, Inc

Project Purpose:  Funds will support expansion and renovation of the Eagle Harbor Community Center and new downtown outdoor amenities, including a park, an outdoor pavilion, and performance space.

Project Title: Tylerton Safety Building

Recipient Name: Tylerton (Smith Island) Fire Company

Project Purpose:  To construct a building adjacent to the fire house to house several pieces of equipment which cannot be accommodated in the main building. This equipment is essential to the operation of the fire company. They are subject to degradation if left out.

Project Location:  Somerset County

Project Title: Veterans Freedom Center

Recipient Name: Carroll County Veterans Independence Project Inc.

Project Purpose:  Funds will be used to build a Veterans Center to serve veterans and their families as they transition to civilian life through employment programs, education, meeting rooms, and communal areas.

Project Title: Washington College – Innovation Hub

Project Purpose: Funds will be used to expand the Eastern Shore Crisis Response System to allow for more collaborative deployment of mental health professionals alongside law enforcement personnel to provide immediate support and intervention during behavioral crisis situations.

Project Name: Coral Restoration through Collaborative Design and Sustainable Biomaterials

Applicant: Maryland Institute College of Art

Project Purpose: Funds will be used to design and test innovative biocement materials that can efficiently transfer nursery-grown coral to restore dead or damaged reefs. This material could replace more carbon-intensive materials such as cement, which currently are commonly used in reef reconstruction.

Project Purpose: Funds will be used to research soft-shell clam restoration by deploying, managing, monitoring, and evaluating various culture methods at aquaculture leases operated by Maryland growers.

Project Name: Forensic Sciences Division Trace Evidence Analysis Workstation

Project Purpose: Funds will be used to purchase a state-of-the-art Trace Evidence Analysis Workstation that combines five different technologies into one piece of equipment, allowing the agency to analyze glass and provide redundancy for a number of existing instruments nearing end of useful life.

Project Purpose: Funds will be used to expand the Group Violence Reduction Strategy in the City. This evidence-based practice engages  those at the highest acute risk of gun violence , with law enforcement, social services, and community members to tackle systemic issues, improve outcomes, and reduce crime.

Project Purpose: Funds will be used to support violence prevention and intervention efforts in neighborhoods experiencing the highest levels of gun violence as part of a coordinated strategy to reduce violent crime.

Project Purpose: Funds will be used to purchase new equipment for emergency preparedness and response operations, in order to support their continuity, increase community preparedness and add an uninterruptable power supply system in the event of extreme weather.

Project Purpose: Funds will be used to conduct research and data collection to address invasive catfish populations in the Chesapeake Bay and better understand ecosystem impacts from various harvest methods.

Project Name: Laurel Police Department Evidence Bay

Applicant: City of Laurel, Maryland Police Department

Project Purpose: The Laurel Police Department’s current evidence processing facilities are inadequate to meet agency needs. Funds will be used for facility upgrades to expand capacity and room to relocate lab equipment and build benches where evidence processing can occur.

Project Purpose: Funds will be used to purchase equipment to map the condition of buildings in Baltimore City in order to build an open-source database to help researchers, community members, and policymakers measure change in near real-time to support economic development that benefits all residents.

Project Purpose: Funds will be used to provide the Montgomery County Sheriff’s Office with a  covert vehicle upfitted with a firearms vault to conduct surveillance and conduct operations for cases to prevent gun violence  in the County.

Project Purpose: Funds will be used to study the Patuxent River to  collect up-to-date and real-time data on runoff into the river and the possible sources in order to reduce pollution inflow and improve water quality.

Project Name: PIVOT Women’s Reentry Program

Applicant: PIVOT, Inc.

Project Purpose: Funds will be used to support reentry services for women released from incarceration in Baltimore, allowing the program to serve at least 60 women over a two-year period, including through expanded mental health services and alumni support which follows enrollees for three years.

Project Purpose: Funds will be used to purchase portable radios to continue to allow the City to participate in the Prince Georges County Multi-Jurisdictional Public Safety Radio System.
