Project Title: Charlestown Town Hall Addition and Restoration

Project Purpose: The Charlestown Town Hall is in the town’s original one-room schoolhouse, with half of the building leased to the U.S. Post Office. The Addition and Restoration of the Town Hall will allow the town to more adequately serve local residents, comply with Americans with Disabilities Act requirements, and restore the historic building in a way similar to other buildings in the Charlestown community, in line with the Secretary of the Interior Standards for the Treatment of Historic Properties. The Maryland and Delaware USDA state director has certified this project as eligible for USDA Community Facilities Grant funding.

Project Title: Eastern Shore Farm to Freezer Project
Recipient Name: Eastern Shore Entrepreneurship Center (ESEC)
Project Purpose: The Eastern Shore Farm to Freezer Project involves the establishment of a processing and aggregation facility that will help increase the availability and consumption of local, nutritious food to areas of the Eastern Shore that have limited access. It will expand opportunities for local food banks to diversify the products offered to individuals in need, and it will support local growers in supplying a marketable product all year long. Federal funds will support the build-out of a pilot processing facility, help with equipment purchases, and provide initial operational support and working capital for the pilot-scale phase. The Maryland and Delaware USDA state director has certified this project as eligible for USDA Community Facilities Grant funding.

Project Title: Talbot County Free Library – St. Michaels Branch Library Expansion and Renovation

Project Purpose: The St. Michaels Branch Library is more than 40 years old and the community’s needs have outgrown the space of the existing library. In particular, the community meeting space is insufficient to meet current demands and it limits opportunities for the library to expand into new, in-demand programming. Federal funds will complete the design of the renovation and expansion of the St. Michaels Branch Library from the existing 7,716 square foot-site into a fully renovated, 10,787 square foot-site, a nearly 40 percent increase in size. The Maryland and Delaware USDA state director has certified this project as eligible for USDA Community Facilities Grant funding.

Project Title: Town of Midland Town Hall Replacement

Project Purpose: The Midland Town Hall has been in use for more than 120 years, outgrowing the needs of the community. Its occupancy is currently limited to approximately 15 people – for a town of almost 500 residents. A new facility also would be able to expand services for the community’s low-income residents, including the installation of 10 broadband connected internet work stations for students, an Americans with Disabilities Act accessible community gathering space, and increased environmental benefits from green design elements. The Maryland and Delaware USDA state director has certified this project as eligible for USDA Community Facilities Grant funding.

Project Title: Center for Equitable Artificial Intelligence & Machine Learning
Recipient Name: Morgan State University
Project Purpose: The Morgan State University Center for Artificial Intelligence (AI) & Machine Learning (ML) will specialize in the mitigation of algorithmic bias through research and engagement with academic and industry leaders. The center, located at one of Maryland’s four Historically Black Colleges and Universities (HBCU), will develop tools to detect and reduce bias in AI & ML, whose usage in consumer technology is increasing. Funds will aid the acquisition of the technology necessary to outfit the center to conduct high-end data processing requirements, visual presentations, and virtual reality needs.

Project Title: Coordinated Systemic Responses to Violence in Baltimore
Recipient Name: City of Baltimore, Mayor’s Office of Neighborhood Safety and Engagement
Project Purpose: Funds will support two critical public safety needs, the creation of a Public Safety Accountability Dashboard and the establishment of a pilot program for the Intimate Partner Violence Intervention strategy to identify and deter those who commit the most serious acts of intimate partner violence. The Public Safety Accountability Dashboard will use data from traditional criminal justice agencies and community surveys of public safety perceptions on violent crime, community supervision, and case processing. These data will enable the Baltimore City Criminal Justice Coordinating Council to identify crosscutting criminal and juvenile justice issues that can be address on a systemic level. A partnership of law enforcement, service providers, and community members will use the data to provide expanded victim-survivor services and reduce intimate partner violence.

Project Title: Expanding STEM Access, Innovation and Workforce Development in Rural Maryland
Recipient Name: Mount St. Mary’s University
Project Purpose: The proposed project will support expansion of STEM research facilities to support American competitiveness in STEM fields, particularly those showing substantial workforce demand, including computer science, data science, cybersecurity and biological, environmental and physical sciences. Requested funds will increase existing research facilities through the addition of 20,000 square feet of computational and laboratory spaces at Mount St. Mary’s University in rural Emmitsburg. It will serve to enhance STEM competitiveness by providing work-based training, building educator-industry partnerships, and strengthening cross-disciplinary STEM training. If constructed, these facilities will expand the ability of the university to offer high-quality educational opportunities for workers in the nearby biotechnology corridor.

Project Title: Expansion of the Office of the State’s Attorney for Prince George’s County’s Digital Discovery Capability
Recipient Name: Office of the State’s Attorney for Prince George’s County
Project Purpose: Acquiring, processing, storing and transmitting digital evidence is critical to the criminal justice process today. Currently, none of the digital evidence is integrated into the State’s Attorney’s Office case management system that allows it to use or transmit the digital evidence as required. Staff must spend multiple hours creating physical copies of media to be able to distribute. New federal funding will allow the office to integrate its case management system with the new county system for storing 911, body- worn camera and in-dash cruiser camera footage with the Prince George’s County Police Department’s case reporting system and with a new cloud-based system for handing digital materials for discovery and trial purposes. Funds will cover the initial setup of the cloud-based system that will organize material from multiple sources, edit and process it as needed, and distribute it to defense attorneys as required. It also will cover technical assistance and training costs for use of the new system.

Project Title: Fresh Safe, Trauma-Informed, Accountable, Restorative, Transparent (START) Program
Recipient Name: Anne Arundel County Government
Project Purpose: Anne Arundel County’s juvenile pre-arrest diversion Fresh START Program is designed to decriminalize behaviors while holding youth accountable, reduce racial and ethnic disparities in charging, and provide early intervention and services to youth impacted by trauma, mental health, and/or substance abuse needs. Through the program, youth are linked with services and mentors in order to get a second chance. In a countywide pilot program, more than 90 percent of Fresh START program participants did not have additional, negative law enforcement interaction. Funding will increase case manager staffing for the purposes of serving more youth and increasing services provided to program participants, hiring youth mentors, and program administration costs.

Project Title: License Plate Readers
Recipient Name: City of Baltimore, Baltimore Police Department
Project Purpose: License plate reader (LPR) technology allows Baltimore Police Department (BPD) patrol cars to capture license plate data from vehicles they encounter on their shifts. It has helped to clear several murders, including that of a Baltimore Police Department officer, and other investigations, including non-fatal shootings, armed robberies and carjackings. Funds would purchase and install LPR technology into nearly 100 BPD vehicles.

Project Title: Mental Health, Wellness and Resiliency Program
Recipient Name: Charles County Sheriff’s Office
Project Purpose: Following the recommendations of the Law Enforcement Mental Health and Wellness Act’s 2018 Report to Congress, the Charles County Sheriff’s Office has established a Mental Health, Wellness and Resiliency Program that seeks to address law enforcement personnel mental health needs. These include trauma and crisis intervention and suicide prevention. Local funding has allowed for the hiring of a Mental Health Liaison to meet personnel mental health needs and creation of a wellness app. New federal funding can support additional staffing needs to meet program requirements, such as expanding services beyond sworn personnel and including their family members and retirees.

Project Title: Morgan State University’s PEARL Lab Student Research Enhancements
Recipient Name: Morgan State University
Project Purpose: The Morgan State University’s PEARL Lab Student Research Enhancements project will enhance coastal research opportunities provided at the Patuxent Environmental and Aquatic Research Laboratory (PEARL Lab). Funds will help pay for the salaries of appropriate personnel, student tuition and stipends for program participation, supplies, and on-site housing costs for students. In addition, funds will also allow the PEARL Lab to continue or initiate several research initiatives, including carbon cycling, blue crab abundance, and oyster aquaculture. This program will diversify the small number of Black and African-American scholars in the coastal and ocean sciences through increased exposure to the field and support the state’s only interdisciplinary undergraduate degree that focuses on coastal issues.

Project Title: Oyster Restoration in the St. Mary’s River Shellfish Sanctuary
Recipient Name: St. Mary’s River Watershed Association, Inc.
Project Purpose: Numerous federal, state and local governments collaborate with nonprofit and private industry stakeholders in joint efforts for oyster restoration in the Chesapeake Bay, including the St. Mary’s River oyster sanctuary. To provide scientific insights that are relevant to regional partner governments and organizations for the purpose of enhancing oyster restoration efforts, the St. Mary’s River Watershed Association, Inc. has proposed a three-year study of the St. Mary’s River oyster sanctuary. The three-year study goal is to improve our understanding of the sanctuary’s extent and placement to inform future sanctuary designations and the restoration of other tributaries with similar geomorphology. The federal funding will cover costs to acquire a research vessel, equipment needed to conduct surveillance, and personnel costs to run the program.

Project Purpose: The “STEM Diversity in Research Opportunities Collaboration” will strengthen critical economic sectors in the State of Maryland by enhancing workforce and entrepreneurial opportunities for Bowie State University students and faculty in the areas of life sciences, healthcare, cybersecurity, information systems, quantum computing, artificial intelligence, data science, data analytics, technology transfer and commercialization. The departments of natural sciences, nursing, psychology, social work, computer science, technology & security, and mathematics are increasing collaborative research endeavors in an effort to meet new workforce development challenges in several economic sectors, which address the needs for a diversified workforce.

Project Title: Support for the Earth and Space Institute at UMBC

Project Purpose: The University of Maryland, Baltimore County (UMBC) Earth and Space Institute (ESI) supports a multidisciplinary program for research and education in earth and space sciences and engineering. The ESI plays an active role in several NASA missions across different NASA directorates. An additional investment of federal funds will allow the ESI to expand educational and research opportunities for students while providing greater levels of support for NASA missions in the design, implementation, operation, and application of space hardware for earth and space goals. Funds will enable the institute to hire personnel, purchase and set up new equipment for the ESI Institute, and conduct research.

Project Title: Train the Trainer Interdisciplinary Certificate in Violence Prevention for Non-Profit Leaders
Recipient Name: University of Maryland, Baltimore (UMB)
Project Purpose: In an effort to reduce the rate of violent crime in Baltimore City and across Maryland, the Train the Trainer initiative will work to break down silos between non-profit leaders and institutions of higher education to offer comprehensive and improved services to prevent violence. The initiative will develop, implement and evaluate an interdisciplinary training program on violence prevention for non-profit leaders, police officers, lawyers, and social workers. The program will include three phases: curriculum development, implementation and coalition development. The curriculum will include topics like violence prevention, community lawyering, healing-centered engagement, interpersonal violence, criminal justice violence prevention strategies, youth and community engagement, evaluation, and program development. The certificate program will bring together multiple areas of expertise: youth, social work, law, criminal justice, community members, and diversity, equity and inclusion experts. The expertise of these leaders will be braided together to create an interdisciplinary approach to violence prevention and intervention, which can be replicated through trainings throughout the fields of study and community non-profit leaders.

Project Title: UMCES Oyster Research to Enhance Resiliency
Recipient Name: University of Maryland Center for Environmental Science (UMCES)
Project Purpose: Oyster reefs play an important part in the ecology of the Chesapeake Bay and additional research is needed to continue oyster restoration activities. The University of Maryland Center for Environmental Science’s existing work at the Horn Point Laboratory can be further enhanced through the funding of two pilot programs that will expand overall oyster restoration and shoreline resiliency research. These two pilot projects will serve as a hub for graduate student teaching and research, as well as for practicing professionals who are learning methodologies and tools required for oyster aquaculture and methods to enhance coastal resiliency. Funds will pay for research equipment, program management, student support, research vessel use, and the acquisition of technology to enhance the existing oyster hatchery production.

Project Title: Chesapeake Bay Environmental Restoration and Protection Program

Project Purpose: The Section 510 program is an important tool for advancing efforts to restore the health of the Chesapeake Bay through implementation of the 2014 Chesapeake Bay Watershed Agreement’s 2025 milestone for integrated water resources management. This program authorizes the Corps to design and construct water-related resource protection and restoration projects within the Chesapeake Bay watershed in partnership with non-federal sponsors. An additional $5 million in Congressionally Directed Spending will allow the Corps to continue to fund these critical restoration projects throughout the Chesapeake Bay Watershed.

Project Title: Goucher College Model Green Campus

Project Purpose: Funds will support the installations of 3 acres of photovoltaic panels across campus grounds and rooftops, equating to 1 percent of campus, which will allow the college to reduce significantly its reliance on fossil fuels and reduce expenditures on utilities by $2 million annually. This project supports one of the key components of Goucher College’s campus master and sustainability plan to reduce greenhouse gas emissions by at least half from 2005 levels by 2030.

Project Title: Montgomery County Low- to Moderate-Income Housing Electrification

Project Purpose: Funds will support the Montgomery County Low- to Moderate-Income Housing Electrification pilot program, which will identify nonprofit, multifamily housing units that use existing, fossil fuel-fired systems and replace them with more cost-effective, energy-efficient, and comfortable technologies that will benefit low- to moderate-income tenants and building owners. This will serve as a demonstration to show to other local multifamily housing operators that electrified technologies are market-ready and cost-effective. It also will help ensure that there is a readily qualified workforce to install these new, energy-efficient technologies.

Project Title: Afro Charities Digitization Preparation Fellowship
Recipient Name: Afro Charities, Inc
Project Purpose: The Afro Charities is requesting funds towards the digitization of the AFRO-American Newspaper’s archives, which date back more than 100 years. As one of the longest-running Black media organizations in the United States, the AFRO-American Newspaper’s archives include personal audio recordings of U.S. Supreme Court Justice Thurgood Marshall and Dr. Martin Luther King, Jr., and more than 3 million photographs of Black life in the 20th and 21st centuries. Funds will help establish a digitization pilot program that will establish protocols and workflows needed to eventually digitize the entire collection, purchase archival work stations, and cover staffing needs.

Project Purpose: The Maryland Institute College of Art’s Baltimore Creatives Acceleration Network (BCAN) is a citywide movement and collaborative infrastructure to foster a stronger, more equitable creative ecosystem and economy in Baltimore. BCAN prepares, resources and inspires Baltimore creatives to own their genius, build mindful creative enterprises, and shape our future. BCAN seeks to reverse the undervaluing and underinvestment in creators by connecting and equipping them to unlock the economic potential in themselves and in each other so they can achieve self-defined success. Funds will allow BCAN to significantly and sustainably scale its impact through the hiring of additional personnel, expanded program services for creative entrepreneurs, and enhanced community engagement regarding the BCAN program.

Project Purpose: The Business Incubator at the UMES Center for Entrepreneurship and Innovation, located at one of Maryland’s Historically Black Colleges and Universities, will provide a historically underserved region with assistance to start, grow and sustain small businesses. Funds will help to convert an existing UMES facility into a physical center for innovation, housing entrepreneurial resources, business incubator spaces, a Maker’s Space, and educational facilities. Services will be free to the public, with the ultimate purpose of bringing economic development to the region.

Project Title: Inclusive Ventures Small Business Program

Project Purpose: Anne Arundel County’s Inclusive Ventures Program assists small, minority, women, and veteran entrepreneurs in Anne Arundel County with education, mentorship, and access to capital. The requested funding will enable the program to grow to meet demand by adding six times as many cohorts. The requested funding will be used for mentors, classroom instruction, content development, supplies, and grants to students. Program graduates will receive access to AAEDC financing programs and one year of free mentoring in law, human resources and accountancy services.

Project Title: TEDCO Open Institute for Black Women Entrepreneurs

Project Purpose: The Maryland Technology Development Corporation’s new Open Institute for Black Women Entrepreneurs is a partnership with Maryland’s four Historically Black Colleges and Universities (HBCU) to determine these entrepreneurs’ needs at the intersection of research, tech transfer, and education. This program reflects the SBA priority to increase access for women entrepreneurs to resources in socially and economically disadvantaged communities. Funds will be used to expand the pilot program to five full cohorts in separate geographic regions across the state, prepare course materials for program participants, and provide program services.

Project Title: The Contributions of Maryland to the African Diasporic Liberation Movements and Cultural Linkages
Recipient Name: Sister States of Maryland, Inc.
Project Purpose: The proposed project is a public education effort that will explore, through archival research, the cultural linkages, historical ties and impact of the State of Maryland and its residents and institutions on African Diasporic liberation movements against discrimination and injustice. This project will highlight Maryland’s role in the various movements (e.g., Abolitionist Movement, Anti-apartheid movement, Anti-Colonial Movement, Pan African Congress, Garveyites, Liberia Settlements and the Civil Rights Movement) that rekindled the cultural riches of the African diaspora by re-establishing the connection between the diverse peoples whose roots originated in the Motherland. Funds will help compile archival materials on the roles and cultural linkages, present exhibits and workshops in public spaces, and foster stronger connections between the research and prominent academic and cultural organizations.

Project Purpose: The Universities at Shady Grove’s (USG) Equity Incubator pilot program works to inspire, discover, develop, and empower entrepreneurial talent among USG students and across Montgomery County, expanding a culture of innovation by facilitating and accelerating the entrepreneurial journey for emerging entrepreneurs. Funds will allow USG to expand the Equity Incubator to 200 venture teams and establish the infrastructure and practices needed to sustain it at scale on an ongoing basis through the hiring of culturally representative mentors, expanding program offerings, and continuing to provide services after completion of the Equity Incubator pilot program.

Project Purpose: The Veteran Institute for Procurement (VIP) program assists veteran-owned small businesses (VOSB) in understanding the fundamentals of how to compete, comply and secure financing in the federal marketplace. The program is offered at no cost to VOSB and currently serves approximately 4 cohort classes and 200 veterans per year. The funding will allow the VIP program to more than double and provide nine cohorts and serve 450 VOSB, provide continuing education for program graduates, and create a VIP Marketplace where program graduates can search an online network database and connect for additional business opportunities with one another.

Project Title: Allegany County Department of Emergency Services Emergency Operations Center Upgrade
Recipient Name: Allegany County Department of Emergency Services
Project Purpose: The Allegany County Department of Emergency Services is requesting funds to harden the entrance to the Emergency Operations Center and upgrade the Wi-Fi system within the EOC to meet the cyber security and high demand draws during activation. The entrance to the EOC side of the structure presents a physical security threat for theft, vandalism, natural disaster, manmade catastrophes, and accidental damage. This makes it a high risk vulnerable target. The hardening of the entrance would eliminate all of the above threats, bringing it up to the local and federal security standards. This project has been certified to be eligible for Federal Emergency Management Agency (FEMA) Emergency Operations Center (EOC) Grant Program by the Maryland Department of Emergency Management, the total project cost is $55,000.

Project Title: Annapolis City Dock Resilience and Revitalization Project
Recipient Name: City of Annapolis
Project Purpose: A regional economic hub, an international heritage site, and an iconic public space, City Dock is also at the front lines of climate change and endures an increasing number of punishing floods each year. The redesigned and reengineered City Dock will have a transformative effect on the downtown experience, the economy, and the environment. As a world-class waterfront park, the City Dock will be able to host more events, welcome more visitors, expand cultural programs, invigorate downtown commerce, and provide a 21st century complement to the Annapolis Historic District, and broader Capital city. The eligible activities requested for funding under the project include the development, design and construction of flood mitigation and resiliency infrastructure including installation of flood barriers, reduction in non-pervious areas, storm-drain improvements, storm water pump-stations and back-up power generators. This project has been certified to be eligible for Federal Emergency Management Agency (FEMA) Pre-Disaster Mitigation Projects Grant Program by the Maryland Department of Emergency Management, the total cost of this project is $40,000,000.

The Arc of Prince George’s County serves more than 550 individuals and families on a daily basis, and reach an additional 2,500 community members annually. Federal funds will allow The Arc to expand its individualized, comprehensive services to address a tremendous backlog of evaluations, services and education resulting from the COVID-19 pandemic using a multi-pronged approach to filling gaps in service and help youth with I/DD prepare for life after school and support adults with developmental disabilities with immediate, basic needs.

Project Purpose: Congressionally Directed Spending funds would establish a 5 ½ mile Great Allegany Passage (GAP) spur that would enable hikers to explore the 131-acre Evergreen Heritage Center (EHC) as the GAP crosses through the EHC. The Evergreen Trail project will establish a pre-defined 4 ½ mile hiking trail that will connect the GAP to the existing mile long Evergreen Coal Trail which historically transported coal from deep hillside mines to the railroad. The resulting 5 ½ mile natural surface Evergreen Trail will make it possible for hikers and local students to discover dozens of features and exhibits of historical and environmental interest, all accessible from both the GAP and adjacent Western Maryland Scenic Railway.

These federal funds will convert four acres of vacant and dilapidated land into a modernized and sustainable greenspace that will offer high-quality amenities like play spaces, fitness stations, and shade trees to the Johnston Square community and provide a high-quality lit practice field for St. Frances Academy’s football team. The park will be designed to serve as a place for Johnston Square families to play and exercise and as a locus of community gatherings, events, and other social activities like farmers markets and festivals for local residents. The project will also serve to connect the neighborhood to the Jones Falls Trail and East Coast Greenway, allowing greater access to Penn Station, Druid Hill Park, and other city amenities.

Project Purpose: Since 2000, homeownership has declined in McElderry Park by almost 40% as landlords bought up properties for rentals. The pandemic subsequently sparked a home buying boom, making it more difficult for low-income buyers to compete for affordable homes. The Southeast CDC will use these federal funds to acquire vacant and distressed homes, then rehab and resell them at affordable prices to low-to-moderate-income homebuyers. Homebuyers will also have access to financial counseling and affordable loan products.

Project Purpose: In 2018 the Canal Place Preservation and Development Authority created River Park, which included completing the North Branch River Trail, whitewater features, access to the river for boating and fishing, and the creation of a variety of trails and trail connections as a destination for hikers and bikers, and for use by local residents. Federal funding for the trail section of the park consists of trail design, engineering, and construction of the on-grade trail system, the wetland trail boardwalk, an overlook on the trail, a small pedestrian bridge, railing, landscaping, interpretative and wayfinding signage, and a paved parking area. The trail will also provide safe passage into the newly designed downtown Cumberland Historic District.

Both proposed facilities are adjacent to transit hubs and the Capital Crescent Trail and are within major mixed-use downtown areas.

Project Purpose: Juanita Jackson Mitchell was the first African-American woman to graduate from the University of Maryland Carey School of Law and practice law in the state of Maryland. Attorney Jackson Mitchell’s law office in Baltimore has long been vacant and was purchased by Beloved Community Services Corporation as part of its efforts to preserve properties of historical significance to the African-American community and restore neighborhoods that have been destroyed by the long-standing practice of redlining and decades of governmental and institutional neglect. ROAR, a project of Mitchell’s alma mater, University of Maryland, Baltimore, is a multi-disciplinary center where survivors of crime, violence, and harm can access wraparound legal, case management, and mental health services in one place, which research shows provides the best outcomes for survivors whose needs are myriad and complex. Funds will be used to renovate, restore and maintain the Juanita Jackson Mitchell Legal Center, and to provide initial funding for a satellite office of Rebuild, Overcome, and Rise (ROAR) Center of the University of Maryland, Baltimore.

The AFRO-American Newspaper, based in Baltimore, was founded in 1892 and is the oldest Black business in Maryland and one of the longest-running Black media organizations in the United States. The AFRO Archives include approximately three million photographs, several thousand letters, personal audio recordings of U.S. Supreme Court Justice Thurgood Marshall and Dr. Martin Luther King, Jr., and collected ephemera from a century’s worth of events.
